(1) The Imperial Sovereign Institution of Sheba Kingdoms Nations
Federation Monarchs, together with its Councils as established by Imperial law and usage, is hereby guaranteed. (2)
With exception of the Kingdoms own Central Government, National Parliaments in accordance with Federation and National
Constitutional Laws shall have no power to enact any law which- (a) Confers on any person or authority the right
to accord or withdraw recognition to or from a King/Queen/Sultan for any purpose whatsoever; or (b) Detracts or
derogates in any way from the Honour and Dignity of the Institution of Monarchies, Governments and Monarchial Institutions.
(3) Nothing in or done under the authority of any law shall be held to be inconsistent with, or in contravention
of, clause (1) or (2) of this article if the law makes provision for- (a) The determination, in accordance with
the appropriate Imperial Customary law and usage, by an Imperial Council, a Federation House of Kings/Queens/Sultans or a
Monarchies Committee of any of them, of the validity of the nomination, election, selection, installation or deposition of
a person as a King/Queen/Sultan; (b) An Imperial Council or a Federation House of Kings/Queens/Sultans or the
Federation Kingdom/Regional/National or Trans-Kingdom/National House of Kings/Queens/Sultans to establish and operate a procedure
for the registration of Kings/Queens/Sultans and the public notification in the Gazette or otherwise of the status of persons
as Kings/Queens/Sultans in Africa.
Art.1 - 2. (1) There shall be an Imperial Federation
Kingdoms/National or Trans-Kingdoms/National House of Kings/Queens/Sultans, comprising of the Kingdoms/National and Trans-Kingdom/National
Houses of Kings/Queens/Sultans. (2) The Imperial House of Kings/Queens/Sultans of each Imperial Kingdom/Region/State
shall elect as members of the Federation Trans-National House of Kings/Queens/Sultans five paramount Kings/Queens/Sultans
from the Kingdom Region. (3) Where in a Kingdom Region there are fewer than five paramount Kings/Queens/Sultans,
the House of Kings/Queens/Sultans /Sultans of the Kingdom Region shall elect such number of divisional Kings/Queens/Sultans
as shall make up the required representation of Kings/Queens/Sultans for the Region.
Art.1 - 3. The
Federation National or Trans-Federation/National House of Kings/Queens/Sultans shall - (a) Advise any person or
authority charged with any responsibility under this Imperial Constitution or any other law for any matter relating to or
affecting Monarchies; (b) Undertake the progressive study, interpretation and codification of Imperial Kingdom
law with a view to evolving, in appropriate cases, a unified system of rules of Imperial law, and compiling the Imperial laws
and lines of succession applicable to each throne, stool or skin;

(c)
Undertake an evaluation of Imperial customs and usages with a view to eliminating those customs and usages that are
outmoded and socially harmful, while promoting best practices; (d) Perform such other functions, not being inconsistent
with any function assigned to the Imperial Assembly/House of Kings/Queens/Sultans of a Kingdom Region, as the Federation Royal
Parliament or the Kingdom/National/ Regional Parliament may refer to it.
Art.1 - 4. (1) The Federation Kingdom/National or Trans-Kingdom/National House
of Kings/Queens/Sultans shall have appellate jurisdiction in any cause or matter affecting Monarchies which have been determined
by the Federation/Kingdom/National House of Kings/Queens/Sultans in a Kingdom Region, from which appellate jurisdiction there
shall be an appeal to the Kingdoms Federation Cabinet, with the leave of the Federation Kingdom/National or Trans-National
House of Kings/Queens/Sultans or the Kingdoms Central Government Imperial Court. (2) The appellate jurisdiction
of the Federation Kingdoms/National or Trans-Kingdoms/National House of Kings/Queens/Sultans shall be exercised by a Judicial
Committee of the Kingdoms/National or Trans-Kingdoms/National House of Kings/Queens/Sultans consisting of five persons appointed
by that House from among its members. (3) A Judicial Committee of a Federation Kingdoms/National or Trans-Kingdoms/National
House of Kings/Queens/Sultans shall be assisted by a lawyer of not less than ten years' standing appointed by the Kingdoms/National
or Trans-Kingdoms/National House of Kings/Queens/Sultans on the recommendation of the Kingdoms Federation. (4) A
member of a Judicial Committee of the Federation Kingdoms/National or Trans-Kingdoms/National House of Kings/Queens/Sultans
shall be removed from office on the ground, of proven misbehavior or of infirmity of mind or body by the votes of not less
than two thirds of all the members of the Kingdoms/National or Trans-Kingdoms/National House of Kings/Queens/Sultans. (5) A Judicial Committee of the Federation Kingdoms/National or Trans-Kingdoms/National House of Kings/Queens/Sultans
shall have original jurisdiction in any cause or matter affecting Monarchies- (a) Which lies within the competence
of two or more Federation Houses of Kings/Queens/Sultans; or (b) Which is not properly within the jurisdiction
of a Federation House of Kings/Queens/Sultans; or (c) Which cannot otherwise be dealt with by a Federation/Kingdoms
House of Kings/Queens/Sultans. (6) An appeal shall lie as of right in respect of any cause or matter dealt with
by a Judicial Committee of the Federation Kingdoms/National or Trans-Kingdoms/National House of Kings/Queens/Sultans under
clause (5) of this article to the Kingdoms Federation.
Art.1 - 5. (1) There shall
be established in and for each region of Africa a Federation/Kingdoms House of Kings/Queens/Sultans. (2) A Federation
House of Kings/Queens/Sultans shall consist of such members as the Kingdoms Federation may, by Kingdom Central Government
law, determine. (3) A Federation House of Kings/Queens/Sultans shall - (a) Perform such functions
as may be conferred upon it by or under an Act of Federation Central Government; (b) Advise any person or authority
charged under this Kingdoms Federation Constitution or any other law of the Kingdoms Central Government with any responsibility
for any matter relating to or affecting Monarchies in the Kingdoms/Region; (c) Hear and determine appeals from
the Imperial Councils within the Kingdom/Region in respect of the nomination, election, selection, installation or deposition
of a person as a King/Queen/Sultan; (d) Have original jurisdiction in all matters relating to an Imperial throne,
stool or skin or the occupant of a paramount throne, stool or skin, including a Queen/Sultan to a paramount throne, stool
or skin; (e) Undertake a study and make such general recommendations as are appropriate for the resolution or
expeditious disposition of Monarchies disputes in the Kingdom/Region; (f) Undertake the compilation of the customary
laws and lines of succession applicable to each stool or skin in the region. (4) The original and appellate jurisdiction
of a Federation House of Kings/Queens/Sultans shall be exercised by a Judicial Committee of the Federation House of Kings/Queens/Sultans
consisting of three Kings/Queens/Sultans appointed by the Federation House of Kings/Queens/Sultans from among its members.
(5) A Judicial Committee of a Federation King/Queen/Sultan shall be assisted by a lawyer of not less than five
years' standing appointed by the Federation House of Kings/Queens/Sultans in the recommendation of the Federation. (6)
A member of a Judicial Committee of a Federation House of Kings/Queens/Sultans may be removed from office on the ground
of proven misbehavior or infirmity of mind or body by the votes of not less than two-thirds of all the members of the Federation
House of Kings/Queens.
