African Kingdoms Federation - Constitutions Part II

Art.1 - 6.
A person shall not be formally acknowledged as a Federation King/Queen/Sultan if he/she has been convicted for high treason, treason, fraud, dishonesty or moral turpitude, high crime or for an offence involving the security of the Imperial Throne of the Imperial Matriarch, Federation or Kingdoms Central Government.

Art.1 - 7.
(1)
A Federation King/Queen/Sultan shall not take part in active National party politics; and any King/Queen/Sultan wishing to do so and seeking election to a National Parliament shall abdicate his stool or skin in the Federation Cabinets or Central Government of the Kingdoms.
(2)
Notwithstanding clause (1) of this article and paragraph (c) of this Imperial Constitution, a King/Queen/Sultan may be appointed to any Kingdom public office for which he/she is otherwise qualified.
(3)
Based on a clearly defined representation of Kings Queens and Sultans represented at the Continental Federation Assembly, such representative shall also be presenting the respective Kingdoms at their National parliament levels, AU, Pan-African Parliament and National Parliaments and select strategic decentralized Assemblies to implement policy.

Art.1 - 8.
In this Chapter unless the context otherwise requires, "King/Queen/Sultan" means a person, who, hailing from the appropriate family and Royal lineage, has been traditionally recognized by rights of lineage descendent, validly nominated, elected or selected and en-stooled, en-skinned or installed as a King or Queen or Sultan in accordance with the relevant Imperial Kingdom law and usage.

Art.1-9 Federation Supreme Council of Throne Elders
(1)
The need for a body of elders to advise the Imperial Monarch of the Continental African Kingdoms Federation and National Presidents within their respective National and Kingdom Boundaries in the performance of their duties has always been given consideration by this Kingdom/Country since the dawn of the Kingdoms and is a fundamental part of the respective Kingdoms Courts, and in post-modern history with the formation of National Nations.

(a)
The general consensus of Kingdoms Federation various Kingdoms Cabinets, Royal Commissions and Elders of the Throne Committees has been since the ancestral 0/1 Dynasty to this day, been an inherent part of African Royal Kingdoms Court Culture. In the 2006 the Council of Elders of the Matriarchal Throne of the ancestral lines of Nubia Kush was further expanded as an integral part of the Matriarchs internal Government and Cabinet of the Federation. The Council of Elders comprises of the Federation Nubian Throne Monarchs Elders whose sole and specific duties as Council of Elders; is the protection of and advice to the Federation Matriarchal Throne Head.
(b)
Formally, the Council of Elders has 21 members of Royal Bloodlines and Thrones, from within the Federation Empires Supreme Assembly and Council of Queens, which include the Empire Prime Minister and Empire Chief of Warriors, appointed by the Imperial Throne. As well as the Courts Spiritual Elders Council that is a hereditary Stool from Throne Generation to Generation.
(c)
The main responsibilities of the Council of Elders are to advise the Imperial Matriarch in the performance of the Imperial Matriarchs functions. It also advises the Federation Kingdoms Ministers of Government, Royal Cabinet, Royal Parliament, and other Royal Public institutions established by the Imperial Matriarchal Throne or otherwise established by Imperial Decree of the Imperial Throne. The Imperial Throne, is not bound in any way to accept the recommendations of the Council of Elders but is required to give audience to the Council of Elders in performance of their sacred duties towards the Imperial Throne.
(d)
The Empire Federation Prime Minister Royal Office is required to consult the Council of Elders and Courts Spiritual Elders before presentation of appointees to the Imperial Matriarch Throne, in the appointment of high-ranking Court Officials such as: the Royal Court Chief of Staff, the Chief of Warriors, Chief of Royal Regalia, Chief of Royal Guards, the Imperial Matriarchs Commissioners, Royal Emissaries and Court Ambassadors. Exceptions are in cases where the Throne directly decrees an appointment to the Court of the above. The Prime Ministers as Highest Office of the Imperial Matriarch Throne is not bounded by the Councils but in accordance to Court Protocols does perform where deem necessary the councils of the Council of Elders recommendations, but is not bound to do such, unless decreed directly by the Throne Imperial Matriarch.
(e)
The Council of Elders shall appoint 6 Committees for the effective performance of its duties. These are: the Federations Royal Court Appointments Committee, the Federations Royal Courts Human Resource Development Committee, the Federations Royal Throne Welfare and Federations Development Committee, the Federations Royal Courts Good Governance and Petitions Committee, the Federations Royal Throne Economy and Kingdoms Private Sector Committee and the Federations Imperial Matriarchs Throne Security Committee.

Art.1-10 Federation Royal Court and Kingdom Empire Judiciary
(1)
According to the Imperial and Royal Court Laws throughout the Generation of the Kingdoms of Africa, the highest Judicial Office is that of the Imperial Throne. Justice emanates from the Throne in accordance to the call of the people and shall be administered in the name of the Imperial Throne by the Thrones Royal Court Judiciary and Federation, which shall be independent and subject only to the Constitution and Laws of the Imperial Matriarchs Throne in accordance to this unbroken Imperial Court Protocol for over 10,000 years.
